Description of Proposed Guidance Document Changes
Changes to the DARS Division of Rehabilitative Services' Policy and Procedure Manual are being made to implement a legislative mandate. During the 2019 General Assembly, legislation was adopted (House Bill 2306 –Landes & Senate Bill 1485 – Hanger) requiring DARS to develop and implement a process to refer individuals to Employment Services Organizations (ESOs) for Long-Term Employment Support Services (LTESS) and Extended Employment Services (EES). This is for those individuals not interested in obtaining competitive integrated employment. The legislation and the policy establishing this referral process will take effect July 1, 2019. The following chapters in the DRS Policy and Procedure Manual are being updated to reflect this mandate: Chapter 0 Policy Transmittals, Chapter 2.1 Application, and Chapter 12 Forms Instructions. Additionally, Chapter 2.1 is being updated to reflect revision dates when federal regulation citations were updated. Finally, Chapter 12 Forms Instructions is being revised to reflect changes made to the RS-13 Financial Participation Form and Instructions. These revisions were made to align with the annual update of the U.S. Health and Human Services’ Federal Poverty Guidelines as well as correspond with line number changes made to the IRS 1040 form for the 2018 tax year.
